The Siyāsat-Nāmah of Nizam al-Mulk, which was compiled in response to the request of Sultan Malik Shah and based on the Iranian governmental model, is one of the most prominent texts of Iranian thought. Since Skinner's methodology is based on the understanding of political thought in the historical and linguistic context, the present article has chosen it to examine the political thought of Nizam al-Mulk in Siyāsat-Nāmah. Based on Skinner's methodology, Nizam al-Mulk authored the Siyāsat-Nāmah using an illocutionary speech act, where the intended communicative action aimed to offer counsel to the sultan and oppose the Seljuk Turks' approach to governance. The core of Nizam al-Mulk's thought was the concept and term of justice and fairness, which he borrowed and redefined from ancient Persia. Based on Quentin Skinner's methodology in analyzing political thought and employing a historical approach, this article examines the political, historical, and discursive context of the Seljuk era and its influence on Nizam al-Mulk's political thought in the Siyāsat-Nāmah. By taking illocutionary speech acts into consideration, this article concludes that by emphasizing the concept of justice, Nizam al-Mulk intended to weaken the Turkish view of governance and reinforce the Persian model of statecraft as an intentional act.
