Examining the attitude of the Pahlavi dynasty to foreign policy and international relations and its application in this field in political, economic and cultural dimensions requires historical explanation. The Pahlavi dynasty has been the subject of contradictory and different analyses in this dimension. The Pahlavi dynasty was established under various internal and external conditions and factors. The most important external force influential in the emergence of the Pahlavi dynasty was the British government, however, during his reign, Reza Shah endeavored to shed the perception of being a British puppet. Reza Shah tried to develop political relations with Western countries and established commercial, political and scientific relations with the governments of France, Germany, Switzerland, Austria and Eastern Europe in the form of sending students to acquire new sciences and techniques. Although British officers in Iran played an important role in Reza Shah's rise to power, he never sent a student to England during his reign. During his reign, especially during World War II, Reza Shah went to the Allied front, where Hitler was the leader of Germany. British disapproval of Reza Shah's support for Germany led to Allied diplomatic intervention. Consequently, Reza Shah withdrew logistical and intelligence assistance from the German government. Finally, Iran was occupied by the Allied forces. Reza Shah was removed from power. The present study attempts to historically examine and explain Reza Shah's approach to international relations, including with the British government.
